This tutorial is essentially a text version of the video tutorial created by TOTOzigemm. If you're having trouble, try following along with the video here:
You will need a program which can open/extract and then repackage BIN/ISO files. We highly recommend using UltraISO, as many other similar pieces of software do not have the repackaging features that UltraISO has. You can download UltraISO here.
You will also of course need to download the "Drop More Cards" modding tool by Ghost. You can find that here.
Finally, you will need a backed-up copy of the NTSC-U/C version of the game in BIN/CUE format. The Drop More Cards modding tool is not applicable for the Japanese or European PAL versions of the game. This tutorial does not cover how to make a backup of your game disc, but searching online "How to backup PS1 game disc" should suffice. If you regularly play on an emulator, you should already have this.
In Windows, make sure that the setting to show file extensions is turned on. In Windows 10, when viewing a folder, you can enable this by clicking "View" at the top and then checking the box "File name extensions" on the right-hand side.
Make a copy of your FM BIN/CUE files that you want to mod and rename them both something relevant (make sure that they are both named the same thing with the file names intact). Move the copied files into a new folder.
Open UltraISO and go to File -> Open and select your BIN file copy that you just made. Inside you should see three items; a DATA folder, a SLUS_014.11 file, and a SYSTEM.CNF file. Click and drag the SLUS_014.11 file into the folder you're working from. Then, go into the DATA folder and to the same for the "WA_MRG.MRG" file.
Open the "Drop More Cards" tool. Go to File -> SLUS -> Select the SLUS you extracted. Then, File -> WA_MRG -> Select the WA_MRG file you extracted.
An error may pop up saying "please insert a value between 1 and 15". Ignore this. Click "Insert". A message should pop up saying "Done". Dismiss this also.
Enter the number of cards per duel (between 1 and 15) that you wish. Click save ("a few") times. You can both click the Save button and go to File -> Save. You can close and re-open the drop tool to check that it worked (re-open the files and ensure that the number remains what you specified).
Close the tool and drag the SLUS and WA_MRG files back into UltraISO (the same locations you extracted them from). It will ask if you want to replace the file each time, say Yes). Then, click the save button in UltraISO.
Open the modded game in your emulator of choice and enjoy!
Console players using Mechapwn are required to further patch their BIN file using the PSX/PS2 Disc Patcher which you can download here (download button is somewhere near the top of the page). This is required in order to bypass a checksum error which most emulators do not check for, but a real PS2 does. Simply run the program, open your BIN, the settings should be autodetected and you can just click "Patch".
